OTIS L. FLOYD
1928 - 1993

        Otis L. Floyd, former TSU student, became the fifth president of the university September 1986 and served until June 1990. Dr. Floyd became the first black Chancellor of the State Board of Regents for Tennessee and served July 1990-May 1993. He was the instrumental force in the $112 million construction Master Plan project at TSU begun in 1989.
